I personally would resort to option "2" as the addition or even creation of a floating window program seems too much work (install and maintenance) for the additional hand-holding of students in creating accents. I know that in the 100 level Spanish workbooks at UW, there in a page that provides instructions to students on how to create accents. On some of our language resource pages we have also added "how to" instructions on accents (e.g., http://depts.washington.edu/llc/olr/spanish/index.php).
