Did you try going to:
Start -> Programs -> Accessories -> Accessibility -> On Screen Keyboard

This brings up a keyboard on the screen in Windows XP and will work for 
Hebrew, Arabic, and Russian. I haven't tried other languages but am 
assuming they should display also.
