(it is easy to imagine literature in culture). As for the the teaching of culture courses, I am not sure any department need be super proprietary about it. If these courses are part of a departmental major, then the department is a good place, but not necessarily the only place. The University should be using talent in the right place, even if the most appropriate person is a meteorological physics person. In our university, with massive internationalization goal, our Center for Global Studies will oversee a number of "culture" courses and others which are international in scope.
