I don't believe it is networkable, but 10 site licenses for stand-alone PCs probably would compare favorably in price to some of the other programs that have been mentioned. The software identifies sounds that students need to practice based upon native language. There are recognition exercises, as well as speaking exercises. The software can store student input so that an instructor can track progress, but we haven't used this feature to any great extent because the instructors have been part-time and haven't been able to devote large amounts of time on campus to tracking their students.
