Interesting topic. Here we also charge for video conversions and
duplications. The way I see it, it's more of a way to make users think if
they really need to have the materials converted or not, since we do have
quite a few multistandard players in the classrooms.
Here is our fee system:

VHS conversion  Dept. Charge -> $5.00   The tape shouldn't be more than 2
                                hours long, although this is somewhat flexible.
                                Blank tape provided by dept., or us at a
                                charge.
                Personal     -> $20.00 Same rules as above. 

VHS duplication Dept. Charge -> $2.00 Same rules as above
                Personal     -> $5.00 Same rules as above

Audio duplication       We only duplicate language tapes for a nominal
                        fee. ($1.00/60 mins.  $1.25/90 mins.)
                        We are trying to put as many of these online as we
                        can, provided we get permission from the
                        publisher.

All in all, video duplication and conversion is not something we do very
often, plus you should always keep in mind copyright law and restrictions.
