We have much lower charges for copying tapes BUT we only copy for strongly
justified academic purposes (and of course with copyright release). Recently
we refused to copy a video that was not relevant to the instructor's field
(also it had been taped on a tape that had a TV broadcast--two strikes and
you're out).

However, if you are copying/converting personal materials you should in fact
be charging pretty high fees since you are probably not supposed to use the
state system to undercut commercial vendors! Point this out to the auditors.
