Often, though not always, which program is best varies by language, and whether you want PC or Mac software. For Chinese (on a PC), Twinbridge software co. makes a product called "SharpEye" which is reputed to be very good, if not the best. See http://www.twinbridge.com/html/ocr/ocr.html
They don't have anything for Japanese at the moment (and I don't recommend their other software programs, at least not currently).

For Russian, the only program I have any experience with is a Mac program called MacTiger; the url listed below also includes a list of compatible scanners.

Another popular multi-lingual (PC-only) OCR program is called ReadIris; their U.S. url is at
