Here at Long Beach City College (2 years) a category called Certificated
NonTeaching Contract Instructor exists.  In other words, a person in this
position category must have the educational credentials by virtue of the
nature of the job, but does no teaching because of the administrative nature
of the responsibilities involved.  Does this help?  It's a thought you might
consider.
