When I managed the audiovisual center at the Defense Language Institute I used a program called Labels Pro.  I could produce labels (self adheasive) for video or audio just by purchasing Avery labels from Office Depot or a similar source.  I produced 35000 cassette labels and 400 or so video labels PER MONTH from a data base of 50,000 titles and some 120 languages.  
This proved to be an excellent program, and very easy to use.
