I do not know of anything.

Furthermore, this is like creating something from nothing, indeed a very
tough problem to solve. The software would have to interpolate from frames
that come before and after and create the data that would fit between. This
is not at all a trivial computational problem.

Just curious: Is there software which can create intermediate frames in
stead of doublings?
