George,  Try Hot Potatoes.  It is a suite of Java based utilities which
create, among other things, crossword puzzles which students can access on
the machine which made them or on servers.  The pages are published by the
utilities in HTML format so the activities are viewed through the web
browser.  This means that you can post these to your web site and let
whoever have access to them.
