8 February 1999

The European Language Resources Association (ELRA) invites proposals for the
first of a series of calls for the (co-)production and packaging of Language
Resources (LRs), open to companies and academic organisations that comply
with
eligibility conditions provided below.

ELRA is planning to commission the production, packaging and/or customisation
of speech and written LRs needed by the Language Engineering (LE) community,
and is inviting applications for production and/or packaging/repackaging
projects,
which could be eligible for funding from ELRA. The purpose of the call is to
ensure
that necessary resources are developed in an acceptable framework (in terms of
time
and legal conditions) by the LE players. This call is targeted towards
projects
with
short time scales (projects lasting up to one year but preferably shorter) and
the size
of the funding will be considerably small. The ELRA funding is to be seen as
effective and useful for producers being both tactical in their aims for the
targeted
market, which means that they do know all about the needs on the specific
market,
and strategic with regard to what to produce in order to fulfil these needs.

In order to qualify for funding eligibility under the European Commission 4th
Programme, the institution(s) making the proposal must belong to one of the
European Union Member States, or be in Liechtenstein, Iceland or Norway.

It is preferred that proposals not exceed 100,000 ECU. ELRA hopes to fund
several proposals.

Timetable of deadlines:
Announcement of the Call: 8 February 1999
Submission deadline for proposals: 19 March 1999
Notification of reception of proposals before 26 March 1999
Acceptance notifications and negotiations to start on the 5th April 1999

NOTE: Only complete proposals will be reviewed. Should you have further
questions, please contact Jeff ALLEN at the ELDA/ELRA office for details
    before 1 March 1999.
