Caroline,

Here at the University of Hawaii we have a new twist to this class size
issue.  It's not the administration or foreign language organization
guidelines that determines class size, but the fire codes.  Perhaps it is
just our good fortune that the building in which most of the languages are
taught has classrooms that have maximum capacities of between 15 to 20
persons.  Therefore, the maximum enrollment has to be set at 15-20.
Facilities management is not allowed to put more chairs in a classroom
than the maximum.  This creates a different kind of problem as often
teachers will allow 1 or 2 more students over the limit into the class,
but there are no chairs for them to sit on.  Thus students "borrow" chairs
from other classrooms, but don't return them.  Instructors have complained
loudly that they don't know how many chairs they will have from day to day
and students have to resort to sitting on the floor.
