I'm 99% certain this is the issue which started showing up 2-3 months ago 
after some Windows update.  The AFS client itself hasn't changed.  What 
happens is that after your network is re-established, AFS should 
reconnect, although it always takes a minute or two - much longer than 
stateless connections.  But it stays off - no connectivity to any AFS 
servers.  But it can be fixed without 
rebooting by restarting the service.

Search for 'services' and you'll get the service manager.  You can 
right-click and pin to start or task bar.  This is a list of Windows 
services - scroll down to 'OpenAFS Client Service', right-click -> 
'Restart'.  It should only take about 2 seconds to restart.

This can be scripted with an admin shell and
net stop  TransarcAFSDaemon
net start TransarcAFSDaemon

- I've tried it manually but I've not tried scripting that yet.
