Have you tried using text recognition?  Open the PDF in Adobe Acrobat Pro.
Go to Document > OCR Text Recognition > Recognize Text Using OCR.  This
turns your document from an image into one with text on it.  You can also
recognize text in multiple files by changing the last option to Recognize
Text in Multiple Files Using OCR.
