There are lots of other options out there (http://www.220-electronics.com/pal-ntsc-secam-video-converter.htm), but for our purposes, the model linked above has been pretty spectacular.  We have 3 or 4 of them.  One in our conversion and duplication rack, and then a few more deployed in our technology classrooms so that faculty and students can view PAL and SECAM (as well as NTSC) VHS and DVD media on NTSC equipment.  

If you want an HDMI connection, component connections, or a tuner, you can pay a lot more, but for our needs the KDV-5000 has been just fine.
