One Arabic instructor I worked with really liked Flashcards Deluxe  -- http://orangeorapple.com/Flashcards/

While that is a mobile-only application, I mention it 1) because maybe your instructor(s) and student(s) would do just as well with a mobile-only flashcard program and 2) because it uses Quizlet, a website that can be used via a laptop/desktop browser or even a mobile device on its own, as its repository so maybe Quizlet by itself would work well. The instructor I have worked with here is Shady Nasser.
