Have you considered rsync and Automator? I haven't tested this, but here's something that makes it look easy: http://www.practicallyefficient.com/2011/03/18/rsync-automator/ (I make no claims about how it works or doesn't in a multiuser environment.)

Other than that, I've heard good things about SuperDuper, and I believe it has a "copy only user files" mode. (Same disclaimer about multiuser gremlins.)
