Derek,

I haven't recently tried Tokbox because they have now dedicated themselves to videoconferencing and we used to use them for video messaging. I don't know how their frame rate is for a synchronous conference but it may be worth trying.

I was also working with an instructor who wasn't looking for synchronous video but found voicethread to be a great tool for assessment for her sign language students. She had them simultaneously interpreting where you could hear recorded content and watch the student sign. Don't know if that concept is of use to you or not.
