Dear Deanne,

I would suggest trying a freeware program called Windows Enabler.  I have used it successfully in a Windows 7 environment.  Here's a bit of information about it: http://www.bluemoonpcrepair.com/wp/?p=39.

Attached is a Word document that includes some registry fixes that you need to complete after using Windows Enabler to copy over the default profile.

P.S.  Did you know that you can easily re-order language keyboards in Windows 7?  Such an improvement over XP ...
