Hi Tim,
Ok, then why not assign it but not track it. Instead create some activities that  
have them demonstrate what they know, ie the hiragana and katakana that they need  
that they should have learned by doing the exercises. You will know by what they  
produce if they need to spend more or less time on their own practicing and you  
will get a good idea of who is and isn't doing it without tracking their actual  
time on the site. You can address it with the students who need it. It moves the  
responsibility to them to do the learning and makes the assessment piece much  
easier for you in terms of really knowing what they can do, not just how much  
time they have or haven't spent.
