Check these Arabic OCR software from Winsoft:
http://www.winsoft-international.com/en/store/Other-Products.html

Also, I have heard that "HP Scanjet G3110" comes with a software that has a good
OCR support for many languages.

You can also check OCR language support on these ones:
Omnipage Pro: http://www.nuance.com/for-business/by-product/omnipage/professional/index.htm
VueScan: http://www.hamrick.com/vsm.html
FineReader Pro: http://www.abbyy.com/
ExactScan Pro: http://www.exactcode.de/site/products/exactscan_pro/
Readiris 12 Pro: http://www.irislink.com/c2-1685-225/Readiris-12-for-Mac.aspx
