Muhammad,
If you use PC, Audacity (http://audacity.sourceforge.net/) would be one to start.Audacity  
is open source, and  handles WAV, and MP3 (with LAME Encoder).

The library of effects are also very handy if you want to edit the clips.If you  
want WMA, you can convert (WAV or MP3) files using MS Media Encoder or MS Expression  
Encoder.

On Mac, GarageBand comes as part of iLife.
