What you're looking at there is both the license and the requirements for
vendors and distributors. If someone is not distributing the software, but
just installing it on lab machines, the relevant portion is only
     "Audacity is free software. You may use it for any personal, commercial
or educational purpose, including installing it on as many different
computers as you wish."
