national technology standards and quantitative assessment

Dear colleagues,

 

I was wondering if you can give me some guidance/advice/suggestions.

 

I was wondering if you have seen the article or conducted the research
on the standard-based quantitative technology assessment on online (or
offline) professional development.

 

I am involved in the project on online professional development for
in-service language teachers and I would like to assess the
participants' technology skills before and after a course and to
correlate them quantitatively.  

 

I have been searching for the articles on any quantitative technology
assessment based on national standards, but I couldn't find much.  I
also checked NCATE or ISTE, which indicate the national technology
standards as guideline but didn't have concrete assessment items (I may
be missing out some websites, though).  Also there seems to be a debate
whether we should follow the national standard or the standards should
be created specifically for CALL...

 

I wanted to ask to those of you who have involved in teacher education
or professional development how you have been assessing the
participants' technology skills.  Do you create the customized
assessment items just for your own program?  Or do you use some sort of
assessment created by NCATE or ISTE with their national standards?  

 

Any help would be appreciated.
