Sharon,

We did some research on Text-to-Speech(TTS) software (not specifically for use
by the blind, but still) and found a relatively inexpensive solution that had
some rather remarkable foreign language voice options.  You may be able to use
this or get your faculty to use this to convert some of their written material
to audio form for the student.

TextAloud is Windows, GhostReader is for the Mac.  The website has links to
places where you can purchase additional voices in a variety of languages.
