Perhaps it would work to put all the items into a single folder on the 
desktop.  We have a folder called "Language Programs" which contains 
all of the programs, web links, and other items that directly pertain 
to the language learning activities.  While opening this folder is one 
extra step for the students, it is arguably simpler for them to use, in 
that this folder contains only the things that they need for language 
work, and is segregated from all other desktop icons.

I think that there is a fair chance that this would solve the problem 
that your IT people are complaining about.
