To the Techies:

I have a big question...

use a cellphone/telephone to talk and the sounds are captured as an .mp3

Is there a software package my college could set up with or without
Blackboard
that would allow the following dream to come true:

"An Instructor goes to a webpage and sees a list of .mp3s which
students have sent via a cellphone.
He or she listens and can write an email review/grade and send to
student.
The instructor deletes after the student is happy with the feedback."
That is it.

In beginning language classes, we need to have students submit sound
files.
But just leaving them on the phone is too much of a burden on our
old telephone system. 
Capturing is the thing - not all students have a computer or competence.
If "one call does it all" and we have the instructor only to give out a
phone number, then the student is in good shape.
(The menu answer could direct one to the correct "box" (extension) for
each
instructor.)

We would need to have the sound converted and stored for a short time
period.
Any  suggestions would be appreciated!
I see potential here, but my college would need to have the software and

server space in house: low budget!
