Eduardo,

I attended a whole  NFLRC workshop on "Designing Effective Foreign 
Language Placement Tests" in 2005. All participants were asked to 
contribute to the book that just came out, edited by workshop leaders 
Thom Hudson and Martyn Clark.  The different case studies may help 
you.  All but two deal with LCTLs --not taught in High School.
My contribution called "Asterix in Testland: Can a Large Department 
Resist Tests as a Part of Its Placement System and Get Away With It?" 
(pp.167-175), mainly addresses the use of  AP and High School years, 
and you'll find some of the answers you seek in Appendix A p.172.

The book is Case Studies in Foreign Language Placement: Practices and 
Possibilities, edited by Thom Hudson & Martyn Clark; National Foreign 
Language Resource Center 2008.
