I use iMovie to capture the film clips and then share them as
quicktime movies. Then when I go to a powerpoint, I just click on
insert, then click on film clip and attach it.

There are many encoding presets to choose from or create your own,
according to how the clips will be distributed or shared.

Here at Loyola we use Pinnacle Studio. Some Pinnacle packages come with analog
capture hardware that makes it easy to do. You just hook up the DVD player and
capture from the analog source. Then master your DVD of clips, or save clips as
WMV, MPEG or whatever video format suits your fancy. I'm a fan of Pinnacle
Studio, even if the web is filled with reports of users who've found the
software troublesome and buggy. Never had that problem in our labs.

started using Cinematize Pro and are very happy with it:

HandBreak. You can rip chapters of the DVD directly to mpeg4 with it, and
it's free! It also lets you set a target file size, in case your LMS has an
upload limit. I use that to grab the video, then if I need to trip it down I
use QT pro.
