Not sure what you want your configuration to look like, but if by
"multi-user video conference" you mean a multicast or several unicasts, you
may want to see if a cocktail of ConferenceXP (
http://www.conferencexp.net/) and Xmeeting
(http://xmeeting.sourceforge.net/pages/index.php) may suit you.

The price is certainly right!
