I used the jw flv player last year to create a playlist of movies with  
scrollbar. The jw player is free and open source, with lots of good  
documentation, but still took me a while to figure out code specifics  
for our web server and flv files. Mine did not use start and stop  
points, so it's not exactly addressing the original inquiry. But if  
anyone is interested, email me and I will send you the instructions I  
wrote up (they are a bit long to copy paste here).

I would post the link to the player I ended up with, but it is behind  
our LDAP authentication.
