This discussion is a bit old, so it may have already come up. 

But if your institution is on a volume license agreement with Microsoft, as many
schools are, you are entitled to ALL of the Multilingual User Interface disks
for Office. This includes the proofing tools and also the files necessary to
change the menu interface language. 

It took me a long time to get these disks out of our MS rep, but once I finally
did I have gotten the updates ever since. The person who manages your
institution's relationship with your MS rep can also set it up so that you can
download the ISO images of these disks from their website, and not have to wait
for disks. 

I do not know if this will be true of Office 2007, but I assume so.
