Try http://osaxen.com/files/dialmodemosax1.0.html . I downloaded it a 
couple of years ago, haven't tried it, but it appears to do what you 
want.

Since HyperCard is in the air, I want to let everyone know that I am 
running HC under SheepShaver/OS 9.0.4 on an Intel Mac Mini and it is 
magnificent - fast and stable. And it's dialing the phone for me, 
albeit with a kludge, because the old comm toolbox xfunctions I was 
using in Classic are problematic in SheepShaver. I have HC send 
Applescript to Quickeys which then pastes atdt & the number into a 
ZTerm window and hits return, waits a couple of seconds (for me to 
pick up the handset), hangs up, and then switches back to HC. This is 
as fast as it was in Classic. Zterm has no trouble talking to the 
modem defined in the SheepShaver config file. I happen to be using an 
antique US Robotics 14k connected to a Keyspan USB adapter. And I'm 
using HC to print too, with an LPR desktop printer. HyperCard forever!
