I don't have a specific solution for this, except to mention that on my
TiVo digital video recorder, there is an "instant replay" button on the
remote that backs up the video a certain number of seconds -- 5 or 6 --
for replaying things that you miss. To go back further, you hit it several
times until you get to where you want, and even if you overshoot it, it's
only by a couple of seconds.  I have found that this has been very useful
and workable.  Granted, it doesn't cover all situtations, but it doesn't
require bookmarking files ahead of time, and allows flexibility of
on-the-fly control.
