One solution that I have used to provide more precise control of the  
playhead when listening to digital audio is the combination of  
Quicktime and javascript.  Embedded quicktime movies can be  
javascript enabled, which allows you to create buttons that control  
the play head very precisely.  You can provide buttons for skipping  
forward or back any number of seconds, you can also provide a field  
where the user could type the exact location (minutes and seconds) to  
place the playhead.  Its quite simple and very versatile.  An example

Of course the content would have to be accessed in a browser and you  
would have to work at developing an implementation of quicktime with  
javascript that could be used in the classroom with audio files that  
haven't already been embedded in a page.
