Thanks so much for all the suggestions. I tried the Microsoft Keyboard 
Layout Creator tool and made my own keyboard, based mostly on Paul 
Gorodyansky's layout with a few small tweaks for internet characters like 
"/" and "@". I kept the letters the same. This tool allows you to create a 
setup package which you can then run to install the keyboard. A reboot then 
is all you need - no monkeying with the registry and (I think) no problems 
with permissions, which I suspect might be what causes the blue screens 
with .dll files downloaded from other places.

I will be happy to share this package with anyone who wants to try it out, 
and I'd love feedback from Russian users. I had one semester of Russian 
which was barely enough to learn the alphabet, and that was almost ten 
years ago. =)
