Tammy,  why would a student want to test out in a higher level than 
s/he is capable of?
I think if anything students tend to test down so they won't have to 
work as hard in an upper
level course.  Since placement tests are not grades that are 
typically added to one's GPA
but a measuring tool of one's ability, I don't see this as a real concern.

Just one person's viewpoint.
