There is actually a wiki-like function coming with Blackboard Suite: course
journal. Check with the Blackboard Administrator at your school for more
details.

Try MediaWiki. It is free and very robust. http://www.mediawiki.org/wiki/MediaWiki

It is language friendly and you can password protect pages if you choose.

Moodle has the capability of including wikis in courses as an "acitivity."
