"Audiovisual works included in the educational library of a college or 
university’s film or media studies department, when circumvention is 
accomplished for the purpose of making compilations of portions of those 
works for educational use in the classroom by media studies or film 
professors."

Besides the "media studies or film professors" restriction, the 
exemption seems to depend on using DVDs purchased by the film/media 
department itself.

Note that the assumption is that it is already OK to copy the portions 
of audiovisual works for a compilation to show in class. The exemption 
is to allow them to circumvent copy protection encoding ("circumventing 
access controls")that would make it impossible to accomplish this. But 
it affirms the basic right to use bits of films in teaching, and to make 
compilations of this sort.
