I have purchased videos from Amazon.de, Amazon.fr, and Alapage.com (also in 
France), with my university Visa Purchasing Card.  I have to get advance 
approval from my Purchasing Department, but they have always given it. 
Purchases have been straight forward and delivery rapid.  There is always a 
currency conversion fee added by Visa, but it has been acceptable, perhaps 
5%.

I don't know if there is a purchasing card option on your campus.  It has 
vastly simplified our purchasing of foreign language learning materials.  I 
am very glad that I have been able to leave purchase orders to history.
