If you haven't already done so, create Users (and Groups) on your server
using LDAP.  Then, in WorkGroup Manager you could set the home directory to
/Users which would keep it local to the machine (if that is what you're
after).  Then you could implement a script that would make the home folder
(on the local machine) pristine the next time the same user logs in:

Multiple users might require some extra work; check the docs there.

Use WorkGroup Manager to control what items are on the dock (and what
applications users can use).  I'd recommend applying the controls to a group
that the user is in, that way you have the option of using it for other
users with the same requirements.
