In Tiger, go to "System Preferences", "Accounts" and select the student account. 
Click on the "Parental Controls" button on the upper right and you should see a
window with a list of options and check boxes.  The second item in the list
should be "Finder and System".  Check the box next to it and click the
"configure" button on the right.  You should now be looking at a window with
more options and check boxes, one of which is "Burn CDs and DVDs".  A little
different than previous versions.  I hope this helps.

Hiroyo,

Unfortunately I don't have access to a computer running 10.4 at home,
but there is that edit capabilities feature in 10.2:

System prefs >> Accounts >> [select account from the users tab] >>
Capabilities 

That gets you to a window with four checkboxes, one of which is "Burn
CDs or DVDs"

Is it the same in 10.4? Could that be it?
