Here are some tips:

1) Make sure that you have Chinese language support installed on your
system. (c.f. http://lingua.mtsu.edu/chinese-computing/faq/pc.html if you
need further information.)

2) Dreamweaver MX 2004 works best as compared with other versions in
handling Chinese characters;

3) Set the proper fonts used for editing Chinese webpages from the Edit ->
Preferences -> Fonts menu;

4) To edit a new page, set the page language encoding to Traditional
Chinese, save it and then open it again for editing;

5) Copy Chinese characters from Word to Dreamweaver is straight forward.
To create the kind of box mentioned in your message, you can use either a
table (with border size=1) or the div tag. In the former case, simply copy
and paste the text into a table cell.

6) I personally prefer to set the font size to 10.5pt for Chinese texts in
webpages.

7) For fine tuning of text display, it's better to make modifications from
the source code editing window.

p.s. FrontPage 2003 also works fine with Chinese characters as long as the
page language encoding is set properly.
