You can split one headphone output to at least two headphones if you don't
need separate gain control, or use Sony headsets with attenuating gain
control.  Then you could get a mixer for $30, $50, $75 (several choices).
Or, coming out in a few months:

Behringer MICROMIX MX400 $25
4 channel line mixer

... combined with:

Behringer MICROAMP HA40 $25
Provides 4 separate amplified headphone outputs.

Both are very small and the controls are on the front, not flat-type mixers,
so access to the pots would be easier.
