Here's a few places where they sell both keyboards and keyboard covers for
a number of foreign languages:

This last link seems to offer different keyobard layouts for different
varieties of Arabic: Bahrain, Egypt, Kuwait, Morocco, etc. Are they that
different? Just curious.
