Hello, I had a few thoughts on this one:

1) XP does have "Character Map" (START > ALL PROGRAMS > Accessories >
System Tools), however, that may be too clunky as well.

2) Alternatively, you could create a desktop image that has the "ALT"
codes for creating the most common accented characters (e.g. ALT+0225
or ALT+160 for the accented letter "a").

I personally would resort to option "2" as the addition or even creation
of a floating window program seems too much work (install and maintenance)
for the additional hand-holding of students in creating accents. I know
that in the 100 level Spanish workbooks at UW, there in a page that
provides instructions to students on how to create accents. On some of our
language resource pages we have also added "how to" instructions on
accents (e.g., http://depts.washington.edu/llc/olr/spanish/index.php).
