Hi Ann,

In Wisconsin we have been dealing with this issue with under-enrolled LCTL
courses for several years now. We have been sharing instructors and
resources across the state in a very successful hybrid learning environment.
We teach first-fifth semesters.

We currently are using video over IP and a course management system. We hope
to be adding voice over IP lab in the fall. If you would like more details,
feel free to contact me directly.
