Dish network does have an area for "educational packages."

The trick is that if you want all the channels to be available all the 
time, you need a chunk of hardware to decode each one. So there is an 
investment up front beyond the dish.

We worked with our campus video/cable services to set it up--we bought 
the equipment and pay the subscriptions, and they see that the signal 
gets to the lab (and any other places that are wired for it, a couple of 
departmental offices only I think, maybe a classroom or two).
