Products like Tivo and ReplayTV will allow you to capture digitally to a
harddrive, but the files are still in a proprietary format not easily
accessible outside of the Tivo/Replay interfaces.

You may want to look into the product EyeTV by ElGato (http://www.elgato.com).
It is only available for Mac OSX, but it is inexpensive and allows direct
capture to Quicktime over USB (without the need for a TV Tuner card).
